4) EDITING: Coverages were sorted first. Scanned images were initially evaluated, separating those that were complete and nearly ready for distribution versus those requiring extensive editing. Editing included: 1. Deletion of polygons not associated with actual district boundaries which were present in the digital version. 2. Closing polygons that were open in the digital version. These were most commonly due to districts represented by multiple coverages because they'd been created from multiple sheets. The multiple coverages were joined to create one continuous district. 3. Joining of individual districts into county coverages. 4. Adding pertinent data to the attribute table. Data included was information from the title block of the original map: county name; district number; creation date; certification date; town names; DOT quadrangle names. 5. When the creation of county coverages from joining of district coverages caused slivers, overlaps and gaps: small (not visible at 1:24,000) slivers were eliminated, overlaps were flagged with a district value of "66" and gaps were left with a district value of zero.
